WebPKI Observatory — Ecosystem Participation
The CA/B Forum includes 56 member organizations, but just 21 actively participate while 35 contribute zero ballot or discussion activity. Sectigo leads organizational participation, while Stephen Davidson has proposed 36 ballots individually, more than most entire organizations contribute. This silent majority problem means that a handful of engaged members drive all policy development while the remaining CAs free-ride on standards work, benefiting from industry legitimacy without bearing governance costs.
